Utility Shareholders of South Dakota, established on June 1, 2000, is the only independent organization in the state to represent the collective interests, rights and concerns of utility investors through an extensive program of education, information and liaison with regulators, legislators and others who influence the utility industry.
This is to establish and maintain a positive, credible and independent voice regarding matters affecting investors in South Dakota utility companies. Our mission will be accomplished through an effective program of information, education and liaison with regulatory authorities and other branches of government in order to create the highest possible value for our investors.
Utility Shareholders of South Dakota will:
- Ensure the investor viewpoint is heard by the state and national legislators and regulators
- Mobilize member action to help shape public policy
- Build grassroots understanding of utility issues through newsletters, our Web site and informational meetings
- Organize member involvement through Action Teams in local communities
- Maximize support from other constituencies, such as citizen groups, labor and business
Why is this organization necessary?
Over the last several years, the utility industry has been experiencing the changes and challenges of deregulation. Currently, some 24 states have either established a deregulated retail electricity market place or are in the planning stages. Since electric cooperatives and municipal electric systems are not required to offer open access to their consumers, deregulation is not universal in the states in which it is present.
Federal deregulation bills are being debated in Congress to try to create a solid and equitable foundation for open competition among all electric utility companies. Although there is no solid target date for passage and implementation of federal deregulation, most observers will tell you it is not "if" but "when".

Deb was born in Milwaukee, WI, but did most of her growing up in Pierre. She lived on a farm/ranch in the Hayes area for seventeen years and has worked as a substitute teacher, bookkeeper, and office manager. She is a past county and state extension advisory board member, a member of the Stanley County Schools technology committee, and is involved in various church and community activities.
Deb has one son and three daughters.
